Exterior Home and Common Ground Inspections In the continuing effort to maintain Whisperwood as one of
the most sought after and aesthetically-pleasing communities in Reston, scheduled and unscheduled exterior home and
common ground inspections are conducted.
The inspections are necessary to identify non-compliance with the Whisperwood
Cluster Association Rules and Regulations (referred to as the Rules &
Regulations), as well as non-compliance to Whisperwood Architectural Standards
and/or Reston Association Guidelines.
Additionally, inspections are a means to identify safety
issues (e.g., broken windows, non-working light fixtures) and commonly
occurring issues throughout the neighborhood (e.g. overgrowth of trees).
A violation letter or violation notice is issued to
homeowners where a non-compliance is identified. The letter or notice may contain either a
violation for a non-compliance or a recommendation for safety issues. Copies of the Reston Association Guidelines and the
Whisperwood Architectural Standards are located at the Reston Association
Offices. The Whisperwood Cluster
Association Rules and Regulations can be found at RCS Management. Each homeowner is provided with a copy of the
aforementioned documents prior to settlement on their Whisperwood property. It is the responsibility of each homeowner to ensure that
his/her property meets both the Rules & Regulations and the Reston
Association Guidelines.
The following is a list of Frequently Asked Questions (FAQs)
that provide a comprehensive understanding of the Whisperwood Inspection
Process.
How often are the
inspections conducted?
Regularly scheduled inspections are conducted
quarterly. However, unscheduled
inspections occur each time a resident files a complaint to the Whisperwood Homeowners
Association Board (referred to as the Board) or the Property Management Firm
(i.e., RCS Management).
Who conducts the
inspections?
Typically, inspections are conducted by the Property Management
Firm. The Board reviews the findings of the inspections.
Can residents report
violations?
Yes, in fact, residents are encouraged to report violations
and safety issues. The Rules & Regulations
are in place to benefit all residents of the Cluster.
How can I report a
violation or concern?
Residents can report a violation or concern using the email
capability on the Whisperwood website at www.Whisperwood.us. Violations can also be reported to the
Property Manager at 703-778-7271.
Where can I find a
copy of the Whisperwood Architectural Standards?
To obtain a copy of the Whisperwood Architectural Standards
please call Reston Association at 703-435-6530 and ask to speak to the
Whisperwood Cluster Point of Contact.
Standards and acceptable and unacceptable examples will be added to the
website as soon as possible.
What is the
difference between a violation and a recommendation?
A violation documents a non-compliance to the Rules &
Regulations or the Architectural Standards.
A recommendation documents a safety issue that has been identified
during an inspection and a potential resolution to the safety issue.
What do I do if I
receive a violation letter or notice?
If you receive a violation letter you need to respond to the
letter, in writing, within 10 days of receipt.
The response must include a description of what actions you have taken
or will take to correct the violation.
The response to the letter must be mailed or faxed to the Property
Manager. The address and fax number for
the Property Manager are listed on the letter.
A follow-up inspection will be conducted after 30 days have lapsed and/or
once the violation letter response is received by the Property Manager. If the violation is not corrected a
subsequent letter will be issued.
What do I do if I
disagree with a violation letter that I have received?
If you disagree with a violation letter that you have
received you must respond, in writing, to the Property Manager within 10 days
of receiving the letter. Your response
must include an explanation of why you feel that you are not in violation and
how you meet the guidelines specified in the violation letter.
What is the process
for escalating unresolved violations?
If the violation has not been corrected within 30 days of
issuing of the violation letter a follow up letter will be issued. Reston
Association will be provided a carbon copy of the violation letter. At that time, Reston Association will also be
made aware of the non-compliance. If
necessary, the Lawyer representing Whisperwood Cluster will be made aware of
the violation and the homeowner’s actions in response to the violation letter. The Board, along with RCS Management,
reserves the right to make the necessary changes to meet compliance. The homeowner will be held responsible for
all costs associated with the repairs and legal fees incurred to resolve the
violation.

are looked at during scheduled inspections?
Inspections include, but are not limited to, examination of
the following:
Residential:
Trim (around windows, door, corner and horizontal boards)
Front porch light fixtures
Roof condition
Windows
Doors
Appropriate paint (trim, door, siding, and gingerboard)
Gutters
Decks and fences
Trash or other belongings stored under decks
Identification of rotting wood
Front porch used for storage
Common Property:
Mailboxes and Mailbox posts
Lights on common areas
Trash or other residential property located or stored on
common property
Common property trash cans
Trees and shrubbery
Commercial vehicles parked within the Cluster (in reserved
and unreserved spaces)
Vehicles with expired tags parked within the Cluster (in
reserved and unreserved spaces)
